Gap Global: The heart of the Brethren

At Brethren Exposed it is our belief that the direction of the Plymouth Brethren Christian Church is controlled by the Hales family and their closest acolytes through the an entity called the Global Advisory Panel (GAP).

GAP consists of members of the Hales family, alongside chosen church elders. It also exists as an Australian company called Gap Global Pty Ltd, with a registered address at the precinct in Sydney Olympic Park, the premises of UBT the central business support functions for all things brethren business. These premises were at the centre of the Australian Tax Office (ATO) raid in March 2024. 

We have evidence that GAP is responsible for approving expenditure for PBCC charities, things such as a meeting room car park being resurfaced or planning applications for new meeting rooms. We would suspect that they had significant input in the closure of UBT Accountants in Australia and the recently announced forthcoming closure of the brethren only retail stores trading under Campus & Co. We have evidence that GAP is at the heart of the brethren ecosystem and does what it says on the tin, it is the Global Advisory Panel. We think of it as the 'Executive Board' of the PBCC. Though the PBCC are on record as denying that there is any hierarchy in the church.

It is our belief that this panel is likely made up of between 16 to 24 members of the brethren. We have tracked the change of the directors of GAP Global Pty Ltd over the last few years and recently there have been significant changes.  At the start of 2024, the board was made up of 13 directors, all whom had been directors since 2016. Over the last 18 months, there have been 8 directors resign and 2 new directors appointed. We would be surprised if resigning as a named director of GAP Global Pty Ltd means leaving the actual advisory panel.

We found the addition of Glen Stacey and Jeremy Joyce interesting, we were aware of their business interests but not of their ranking within the 'brethren hierarchy'. In total we have 15 directors and ex-directors of the GAP Global Pty Ltd.

Phil McNaughton

McNaughton is an accountant, he was a director of UBT Accountants and is a close ally of Bruce Hales. His daughter is married to Bruce Hales eldest son Gareth Hales.

Lloyd Chirnside

Chirnside owns Melbourne based Criterion Industries and Entro Global. He is considered by some to be like a "5th son" to Bruce Hales. He is involved in many PBCC charities & businesses.

Jonathan Hubbard

Hubbard is an owner of New Zealand based Numerik and Enable Consulting Group. He is also involved in the Brethren Vision investment fund as a director of Vision Invest & Vision Accelerator. 

Logan Currie

Currie is a shareholder in Cubro, selling a 72% share to Bunzl in 2024. With an interest in a range of investment companies and he was formerly the Managing Director of OneSchool Global. 

Mick Strange

Mick Strange is an Australian now based in the USA and is an owner of Allfasteners and is involved in the National Assistance Foundation. He featured in the Klondike Papers.

Jim Hazell

Jim Hazell is linked to the UK arms of Dean Hales Ox Tools, he is the father of PPE Covid Contract Anthony Hazell and brother of Charity Commission appeal spokesman Bruce Hazell.  

Brent Scott

Brent Scott owns Saskarc Industries, Avro GSE, Axiom Equipment Group and also leads Safesmart Access in Canada. Safesmart Access is owned by Greg Hales, the 3rd son of Bruce Hales.

Jerome 'Jeremy' Joyce

Jerome Joyce, AKA Jeremy runs Tyremax and has business interests in the Pennae Group, Jaybro, Safemould and Kallibr Group. The Joyce family have sold businesses for hundreds of millions.

Dean Hales

Dean Hales is involved with lots of businesses, including Ox Tools and 2San. He featured heavily during Covid, linked to a number of contract awards. He is the second son of Bruce Hales. 

Cameron Hales

Cameron Hales is a nephew of Bruce Hales, he is an owner of Atlan Stormwater and director of All Pumps. He was until recently a director of UBT Holdings Ltd.  

Caleb Hall

Caleb Hall is the global CEO of UBT and the director of a multitude of UBT linked companies, Campus & Co, Coshield Global and more. He is also a director of Emma Janes Foods in NZ.  

Greg Mason

Mason's business interest include Pump & Valve Specialities, Atlan Stormwater and other NZ businesses. He is involved in Campus & Co via CTT investments and Vision Invest.

Rod Diplock

Diplock is the owner of ControlTek, interests include UBT, Coshield, National Assistance Foundation and the PBCC in the US, he is also named in Klondike Papers

John Rich

John Rich owns Polarseal Tapes & Conversions and IST Scientific. He is a director of the PBCC Vision Investment Fund in the UK and Events EUK with Jim Hazell. 

Glen Stacey

Stacey is an owner of Enfield Safety Supplies, he is a director of OneSchool Global, the Bible & Gospel Trust and previously a director of both the PBCC and the Rapid Relief Team.

It is clear that the directors of GAP are either very close to the Hales family or run very successful businesses, consolidating their businesses would see sales revenue in the billions. It is possible (we think very likely) that based on the geographic spread of the directors, that they are the leaders of the PBCC in their respective countries.

If we were to summarise, then it is our belief that GAP acts as the 'Executive Board' of what is a 'Commercial Corporation', a corporation in which business acumen, networking and loyalty to the Chairman, Bruce D Hales are the keys to success and progression.

​It is a question we regularly ask ourselves, is this a Christian Church or just a Commercial Corporation that uses religion as a form of 'control' of its employees further down the pyramid? We also wonder if it is a coincidence that since the ATO raid, that the Hales family members, along with Phil McNaughton have been resigning as directors and trustees of PBCC linked companies and charities. We guess these are questions that only the 'Chairman' and his 'Executive Board' could answer. In the meanwhile we will continue to keep an eye on the Global Advisory Panel, the heart of the brethren ecosystem.
