Hales the the Biggest Winner

Unispace were one of the biggest benefactors of all the companies awarded Covid related contracts. Winning a total of eight contracts worth a total value of £684,480,090. Unispace are a global interior design business, with what appears to be no previous track record in supplying PPE. Unispace have a number of limited companies registered in the UK according to companies house.

The contracts won by Unispace cover a range of PPE and vary in value.

In total Unispace were awarded contracts worth £684 million but who are Unispace?

The global Unispace website states that the business started in 2010 and they revolutionise the creation of the workplace. Listing an array of well known global businesses as clients. It shows a number of profiles of the Unispace team, including Anthony Hazell & Sebastian Parsons in the UK. It also shows Neville Simmons of New Zealand who was involved in the Plymouth Brethren  election controversy in New Zealand back in 2005.  Sebastian Parsons is listed as Regional Principal, Client Relations, Anthony Hazell is listed as Global Director, Strategic Clients and one of the founding directors of the Unispace business.   

The company winning the PPE contracts listed above is the UK based Unispace Global Ltd, registered on companies house with two current directors Anthony Hazell & Sebastian Parsons, it also shows three ex directors Cyril Parsons (father or Sebastian and who originally incorporated the business but resigned prior to any of the other directors joining), Garth Woodcock (listed as a director of Unispace Scotland, Unispace International and also director of other PPE contract winning companies Oska Care & Orcagel) & Dale Woodcock (still listed as a director of Unispace Properties).

Unispace Properties list four current directors Dale Woodcock, Sebastian Parsons, Gareth Hales & Charles Hales. The Hales being sons of the Sydney based Plymouth Brethren leader Bruce D Hales. Gareth Hales profile on Linkedin shows him as the founder of Unispace back in 2008, his current UK directorships show a number of businesses including Sante Global LLP, Sante Trading Group & Global Advising Solutions. Charles Hales profile on Linkedin also shows him as a founder of Unispace, his current UK directorships include Sante Global Holdings LLP, Sante Global LLP & Sante Trading Group. The Sante businesses were all incorporated this year in the UK. The Sante-Group website states they are a global consortium providing unique solutions to governments, healthcare institutions & industry. They can assist with infection control, PPE & Covid testing solutions on a global scale. They state a client list which I doubt anyone else could match! Including DHSC, CDC, FEMA, United Nations, Unicef, European Centre for Disease Control and Australia Government Department of Defence  .

Unispace PTY Ltd is the global Unispace company based in Sydney and list both Gareth Hales & Charles Hales as directors. What is clear is that Unispace have done very well from Covid in contracts, they are clearly setting up to continue to win with the Sante Group business.

The Unispace team have a number of family Plymouth Brethren (formerly Exclusive Brethren) connections to government election controversies.

In New Zealand in 2005 through Neville Simmons (Managing Director Unispace NZ), in the US also in 2005 where an illegal donation was made by Bruce Hazell, uncle of Anthony Hazell (Unispace Founder), through the Hales and their father Church Lead Bruce D Hales, who has courted controversy with his personal connection to the Liberal Party former leader John Howard and also through the church members and their donations recorded back in 2016.

Then finally we have the Conservative Party support back in 2010 where Bruce Hazell issued the call to the church members in the UK, stating that they had to get David Cameron in! The instruction coming through his nephew Anthony Hazell (Unispace founder) who had stayed the previous weekend with church leader Bruce D Hales in Australia. A group came together to lead this including the Hazells, and Graham Parsons who quickly started to raise funds which would result in money being donated to the Young Britons Foundation via Healthgear Contracts, resulting in leaflet dropping and adverts in the Times & Sunday Times.

The Plymouth Brethren Christian Church have stated previously they are not involved in Unispace or any of the above elections. That individual church members make their own decisions.

Contract £47,846,500 awarded to Unispace Global Ltd.
Published on the 20th Oct on the Contracts finder website, this contract was for the supply of gloves to the Department of Health & Social Care (DHSC), the contract commenced on the 10th June 2020 and also ended on the same date. The contract is redacted for commercial purposes, it shows that the delivery on the contract will be made in 14 lots and covered sizes of Gloves, S, M, L. Uniserve (no relation) act as the logistics for the contract. There are a number of annexes to the contract but these are not attached. There is also a mention of Malaysia.

Published on the 20th Oct on the Contracts finder website, the contract was for the supply of gloves to the Department of Health & Social Care (DHSC), the contract commenced on the 19th May 2020 and also ended on the same date. The contract is as expected redacted for commercial purposes, it shows that the delivery of the contracts will be made over 6 months from July 2020 to December 2020. It is also for different sizes of gloves S, M, L. Uniserve again act as the logistics for the contract. The contract also includes proof of EU conformity from Mercator Medical (Thailand) Ltd. It also includes the Technical Specification.

Contract £161,000,000 awarded to Unispace Global Ltd.
Published on the 20th Oct on the Contracts finder website, the contract was for the supply of gloves to the Department of Health & Social Care (DHSC), the contract commenced on the 5th June 2020 and also ended on the same date. The contract again is redacted for commercial purposes, it shows that the delivery will be made in 36 lots, the timeframe is redacted. It is for S, M, L & XL gloves and again Uniserve act as logistics for the contract. Annexes are listed but no documents are attached. Again Thailand is mentioned.

Published on the 29th Sept on the Contracts finder website, the contract was for the supply of gloves to the Department of Health & Social Care (DHSC), the contract commenced on the 16th June 2020 and also ended on the same date. The contract is redacted again, it shows that the manufacturer is again Mercator Medical (Thailand) Ltd and is for gloves in S, M, L, XL sizes. It also indicates that the contract will be split into 6 lots and as usual utilise Uniserve for logistics. The final highlight is that the DHSC will pay 20% up front (£757,918,000) for the contract.

Contract £113,950,000 awarded to Unispace Global Ltd.
Published on 26th August on the Contracts finder website, the contract was for the supply of Type IIR facemasks to the Department of Health & Social Care (DHSC), the contract commenced on 27th April 2020 and ended on 29th April 2020. The contract is redacted. It shows 12 deliveries to be made to Uniserve at Shanghai Airport commencing 22nd May 2020 with final delivery to be made on 7th August 2020. In the Annexes there is a PDF marked Yadu Medical.pdf. Yadu Medical are a China based medical disposables manufacturer.

Contract £239,600,000 awarded to Unispace Global Health (Contract does state Unispace Global Ltd)
Published on 24th August on the Contracts finder website, the contract was for the supply of Coveralls to the Department of Health & Social Care (DHSC), the contract was the largest contract awarded to Unispace. The contract commenced 21st April 2020, which is also the earliest of the contracts awarded to Unispace and ended 21st May 2020. It also states delivery dates from factory and the dates that the deliveries will arrive at Shanghai airport. There were 4 lots of deliveries commencing 6th May 2020 and the final one 4th June 2020. On all 4 orders the contract states that a 50% deposit with be paid by the DHSC with what appears to be the remaining 50% on delivery to Shanghai airport to Uniserve Logistics.

Contract £103,684,000 awarded to Unispace Global Health (Contract does state Unispace Global Ltd)
Published on 24th July on the Contracts finder website, the contract was for the supply of examination gloves to the Department of Health & Social Care (DHSC), the contract commenced 16th May 2020 with an end date of 17th May 2020. The contract states that the gloves are manufactured by Mercator in Thailand and by Hartalega in Malaysia. Interestingly the delivery was actually ex works collection at both factories by Uniserve. There were three types of gloves forming the contract, two of these being produced by Mercator and the other by Hartalega. The delivery schedule shows delivery starting May 2020 on a monthly basis through until December 2020. Payment shows that Unispace were paid 20% up front with remaining 80% on delivery. Annexes included EU conformity from both manufacturers.

Published on 29th June on the EU Tender website, the contract is the only non DHSC awarded to Unispace and was awarded for the supply of non specific PPE to the Manchester University NHS Foundation Trust, the contract has a conclusion date of 14th April 2020.
