The mystery of the £115 million contract awarded with much local fanfare, only to never materialise.
10/28/2023 0 Comments ORIGIN MOONSHOTOrigin Packaging are a Hull based pharma packaging company. In November 2020 they were awarded a £115 million Covid contract by DHSC. A contract awarded via the Test & Trace VIP Channel. I have followed their accounts over last 3 years, what happened with this contract is a mystery! As per my original blog Origin had already been awarded a Covid contract for £5 million and records suggest this contract was delivered. Origin accounts clearly show that they were investing heavily in new premises in Scunthorpe and updating labs in Hull. Origin appeared to be a great success story with local Tory MP David Davis visiting the premises in April 2021 and highlighting the investment and the help in the pandemic. This would have been as the supply for £115 million contract had commenced. When I looked at Origin accounts over the last 3 years, I could find no evidence in the company turnover that they had delivered this contract. Which would be odd considering the MP visit, investment etc. I then noticed a comment in reply to David Davis Facebook Post Which would appear to confirm contract not completed. What I find odd is if the business had invested heavily in facilities and stock, why is there no compensation payments or media coverage. Why would the business not make more out of a contract not happening? If it was down to Origin then why would they then be included in a massive £3 billion framework agreement just weeks later? It is also worth noting that Origin related company Snappd, has the same Australian business address as Medco Solutions. Another covid contract mystery!! Since starting this investigation, I have been informed by another source that the Origin contract was cancelled along with a number of other Operation Moonshot contracts awarded by the Government. UPDATEThis story has taken another twist since our initial investigation. In December 2023 we found that Origin Packaging had started legal proceeding against the Secretary of State for the Department of Health & Social Care (DHSC). We await a further update to see if this is in regard to the cancelled contract.

12/24/2020 0 Comments Origin Packaging win big on CovidOrigin Packaging Limited of North Ferriby, a business ran by the Tim & Joseph Pocock along with Keith Wade has been awarded two covid related contracts by the Department of Health & Social Care (DHSC) with a total value of over £121 million. The contracts will see significant growth in turnover for a business that turned over just under £14 million in 2018.
The contracts were awarded unadvertised under the negotiated procedure without prior publication (OJEU), this is because for example only one supplier is capable of delivering the requirement, or due to extreme urgency brought about by unforeseen events. The first contract published on 26th November 2020 is due to commence on the 8th March 2021 valued at £115,752,000, is for the supply of saline filled tubes and funnels for COVID-19 Testing. The contract runs until an end date of 4th March 2022. The justification for order and the redacted order can be found on the Government contract finder website. The second contract published on the 10th December for the Provision of Virus testing Supplies to support the UK COVID-19 Testing Strategy was valued at £5,320,000 and had already commenced on the 24th June 2020 and runs until the 15th January 2021. According to the Origin Packaging website the business started in 1963, companies house shows that Origin Packaging Limited was incorporated with one director Tim Pocock in 2009. Keith Wade & Joseph Pocock were added as directors the following year. The same three directors also incorporated Paragon Packaging in June 2013. Paragon avoided compulsory strike off in December 2020. Tim Pocock is also listed as a director of OnemediUK Ltd along with a number of other church elders including Bruce Hazell, Doug Cowie, Stephen Kirkpatrick, Ben Turner, Ian Price, Patrick Tydeman & Timothy White. OnemediUK is the Plymouth Brethren Church Members business set up to assist with private healthcare for the Brethren Members. Pocock is also an ex-director of Edutrade Humber. This business was set up to support the OneSchool Global Ridgeway Campus in Scunthorpe. A retail business trading under the Campus & Co banner. The current & ex directors of Edutrade Humber include: Ralph Green, a director of Sante Trading formerly Unispace Health & Gloves4U and involved in the covid PPE contracts. Gavin Sellars of Lindum Packaging, another winner in the Covid contracts. Peter Green of Nexon Healthcare, whose business attended a Covid related meeting with Helen Whately MP in May 2020 along with Blueleaf another Brethren member ran business. Graham Hazell, Stonegate Tooling, Graham is cousin of Anthony Hazell from Unispace, Stonegate also share the same business address as Origin Packaging. |
